Finally sorted both problems at once

Was using a separate dandruff shampoo and a caffeine treatment on alternating days, which was getting tiresome. Switched to this about six weeks ago and the flaking is basically gone. Hair feels a bit thicker too, though I can't say for certain how much of that is the shampoo vs. other things I've changed. Either way, I'm keeping it in the routine.
